NEW YORK (AP) — It’s a transaction that would be commonplace for a corporation or a sports team, but it’s the kind of deal that is practically unheard of in the nonprofit sector. The philanthropy research organization Candid will send control of its CF Insights website and the staff that gathered information about community foundations to the Council on Foundations, the association of nearly 900 nonprofit members, on Friday.Candid CEO Ann Mei Chang says the shift will allow her nonprofit to focus more sharply on priority areas – including diversity, transparency and effectiveness in the sector – while providing its CF Insights information a larger audience and the potential to expand at the Council on Foundations.“That was our No. 1 criteria about whether to move forward with this,” Chang said. “We believe more community foundations would be able to benefit from this tool at the Council than from Candid.”Council on Foundations CEO Kathleen Enright said community foundations are uniqu...

Tommy Tuberville (R-Ala.) to release his hold on military promotions, accusing him of putting national security "at risk."“Any claim that holding up the promotions of top officers does not directly damage the military is wrong — plain and simple,” the three secretaries wrote in an op-ed published in The Washington Post on Monday. Navy Secretary Carlos Del Toro, Air Force Secretary Frank Kendall and Army Secretary Christine Wormuth said the military leaders are the “foundation of America’s enduring advantage” that is being “actively eroded” by Tuberville’s hold on promotions — which has lasted for more than six months. At the center of the issue is a new Defense Department policy that provides paid leave and travel reimbursement for abortions. GOODHUE, Minnesota (AP) — As Goodhue Police Chief Josh Smith struggled this summer to fill vacancies in his small department, he warned the town's City Council that unless pay and benefits improved, finding new officers would never happen. When nothing changed, Smith quit. So did his few remaining officers, leading the Minnesota town of 1,300 residents to shutter its police force in late August.America is in the midst of a police officer shortage that many in law enforcement blame on the two-fold morale hit of 2020 — the coronavirus pandemic and criticism of police that boiled over with the murder of George Floyd by a police officer. From Minnesota to Maine, Ohio to Texas, small towns unable to fill jobs are eliminating their police departments and turning over police work to their county sheriff, a neighboring town or state police. The trend isn't altogether new.At least 521 U.S. towns and cities with populations of 1,000 to 200,000 disbanded polici...
